Microsoft Outlook appears to be down for several people across Europe right now. Starting at approximately 6 AM ET, a spike of reported outages appeared on Down Detector. It seems that the majority of outages are in Europe. The spike has since ended, but reported outages are still above normal rates.
Down Detector relies on people reporting outages, so it can be affected by how many people are awake. At the time of the spike, it was still early in the United States, so it’s difficult to gauge the scope of the outage. The spike shown below has times set in the UK, which is currently four hours ahead of EST due to daylight savings time.
